Judge Mark Davidson will give an analysis of the November elections, nationally and statewide. He is the 26th judge of the oldest court in Texas. Among the first 25 Judges of the 11th District Court are two veterans of the battle of San Jacinto and Texans for whom 3 Texas Counties have been named. Judge Davidson has been the judge of the 11th District Court since 1989. As a judge, he has tried over 400 jury trials and cut the backlog in the 11th District Court by 70%. In 1993, he was named "Trial Judge of the Year" by the Texas Association of Civil Trial and Appellate Specialists. In 2004, he was reelected to his fifth term as judge. In December, 2005, he was reelected by his colleagues as the Administrative Judge of Harris County.

Charles Bacarisse, the District Clerk of Harris County, is going to give a speech with an historical perspective about the elections. First sworn-in as Harris County’s 16th District Clerk in January 1995, Charles has brought a business-like approach to the office that has resulted in numerous upgraded programs, improved constituent service and savings to the taxpayer.
Reflecting the progress in use of technology in his office, Charles was appointed to the TexasOnline Authority board by Gov. Rick Perry in 2002, then elevated to chairman in 2004.
His leadership was recognized with the Greater Houston Preservation Alliance’s 2004 Stewart Title Award. The award, one of the alliance’s Good Brick Awards, honored him and his office’s records team for preserving historic documents.
The Texas Association of Counties Leadership Foundation, which represents all 254 Texas counties, recognized him with County Best Practices Awards two consecutive years. In 2001, he was honored for the District Clerk’s Criminal Collections Program, which has collected millions of dollars in fines and fees that otherwise would not have been collected from persons convicted of misdemeanors. Judge Tim Taft, justice of the First Court of Appeals, will speak about his work in 4 areas: the Court of Appeals, as the first Vice President of the State Federation of Pachyderms, as a member of the Federalist Society, and as the founding preisdent of the Houston Chapter of the Christian Legal Society.
Born in Seattle, Judge Taft grew up in the small town of Aberdeen, and then attended Washington State University in Pullman. Graduating with a B.S. in Psychology in 1968, he got to Texas as fast as he could, coming to study the Bible for the summer of 1968. He has remained in Houston, studying the Bible, ever since, except for two years of Army service during which, for outstanding service in Viet Nam, he was awarded the Bronze Star. In 1974, The met native Houstonian Mary Lynne through their mutual interest in ballroom dancing. They were married later that year, while he was working as a misdemeanor court clerk before entering law school. He also began seven years of service in the Texas Airborne National Guard at that time. During law school at the University of Houston, Tim and Mary Lynne had two children, Tim II and Christina.
Judge Taft's legal career began at the Harris County District Attorney's Office in January, 1979. During 1½ years in the trial bureau, Tim tried 60 cases, 37 to juries. During 14½ years in the appellate division, he handled more than 950 appeals including 15 death penalties. In 1994, he was elected to the First Court of Appeals where he has served since January, 1995. He administers the intern program at the Court, and frequently supports law student activities.

Bill Habern, will speak about how politics influences the actions of the state parole system.
Bill Habern is one of the founding partners of Habern, O'Neill and Buckley LLP, specializing in prison and parole issues as well as general criminal law. He is a 1969 graduate of Midwestern State University in Wichita Falls and a 1972 graduate of the Texas Tech School of Law in Lubbock. In 1973 he became a public defender employed by the Texas Prison’s Public Defender Service.
In 1975, Habern started his own law firm in Huntsville. Between 1979-1981, he served as the executive director of the Texas Criminal Defense Lawyers Project, which is the educational arm of the Texas Criminal Defense Lawyer’s Association (TCDLA). In 1982, Habern was appointed to serve as chairman of the Texas Criminal Defense Lawyer’s Association corrections committee, he served on that committee for 22 years. During that time, he regularly appeared before Texas Legislative committees to discuss proposed legislation. His testimony in 1992 resulted in a number of changes in the Texas parole statutes.
In 1980 Habern was court appointed to represent Eroy Brown, an inmate accused of killing a Texas prison warden and a farm major. After two capital murder trials, Brown was found not guilty.
Mr. Habern has published over 20 articles dealing with parole, prison and sentencing issues. He is a regular guest speaker at Texas law schools and legal seminars.
Habern has been lead counsel in civil rights action against the Texas prisons, The Texas Parole Board, and education institutions. Some of his cases include the nationally publicized “Ultimate Hunt” case which resulted in damage awards for two inmates who were seriously injured when forced to be “dog bait” for the Texas prison chase dogs. He has also served as an expert witness or consultant on behalf of inmates in the litigation of several major state and federal cases.
Over the years Habern has represented hundreds of inmates in State and Federal parole and prison issues. He has appeared on several national T.V. programs including Oprah Winphrey, Catherine Cryer, 20-20, and Good Morning America.

Al Alvarez of the Passport Department of the Houston will explain the new passport rules. The Departments of State and Homeland Security require for citizens of the U.S., Canada, Mexico, and Bermuda to present a passport to enter the U.S. when arriving by air from any part of the Western Hemisphere. This change in travel document requirements is the result of recommendations made by the 9/11 Commission, the Intelligence Reform and Terrorism Prevention Act of 2004. These new travel document requirements make up the Departments' Western Hemisphere Travel Initiative (WHTI). The plan will be implemented in two phases.

Roy Morales, U.S. Air Force Lt. Colonel-Retired, will speak on his candidacy for City Council. He was the Chief Technology Officer at the City of Houston Emergency Center.
Roy’s work with the Air Force included joint operations with NASA and served as Operations Director for the Space Shuttle Operations Division. While assigned to the Strategic Defense Initiative Office, he led the advanced computing technology research and was recognized as one of the top Air Force engineers in 1994. Commander Gene Tulich, US Coast Guard (Retired) spent 22 years on active duty including two tours in Vietnam. Most of his career was in Drug Interdiction. At Headquarters in Washington he developed the Coast Guard's drug enforcement program, as well as the Maritime Law Enforcement School. He served as Chief of Law Enforcement and Intelligence in Southern California where he participated in the planning for the 1984 Olympics. He was subsequently the Assistant Chief of Law Enforcement for the Pacific Area followed by Chief of Intelligence for Coast Guard Pacific Area and Maritime Defense Zone Pacific. Ed Emmett was unanimously appointed County Judge by Harris County Commissioners Court upon the resignation of Judge Robert Eckels. She is a physician, dermatologist, and Assistant Clinical Professor at Baylor College of Medicine and has been in private practice for 22 years in Webster. With the cornerstone of her platform, Healthy Houston, she served as an at large member of the Houston City Council for 3 terms. After winning the Nov. 7 special election for Congressional District 22 she resigned - giving up her seat and her pension.
Congressmember Sekula Gibbs served only 8 weeks in the 109th Congress but represented her district well. Believing that putting Americans first helps to keep America strong, she helped block a 5% cut in Medicare funding that would have hurt seniors. Bill Borden, Republican Party Activist and retired Real Estate Consultant and Appraiser will discuss property taxes.
Bill Borden is a long time Republican Party activist. He has been politically involved since the early sixties and has been a member of the Harris County Republican Executive Committee since 1969. He is one of the three longest serving in Harris County. He served as a Republican Senatorial District Chairman and State Republican Committeeman for twenty-six years. Additionally, he has served in more than 100 partisan and public positions of fiduciary trust.
He has a bachelors degree from the University of Houston and has more than 2000 hours in continuing education. He has been in the real estate business his entire adult life. He earned eleven certifications, designations and licenses in related disciplines including a Real Estate Broker license and five designations or certifications in appraising including the highest recognized designation in property tax appraising. He has served on seven Appraisal Review Boards, four Planning and Zoning Commissions, three Zoning Boards of Adjustment and nine governing bodies responsible for adopting a budget and tax rate. He has prepared more than a half million appraisal models used in valuating residential property for tax purposes and has appeared as a litigation support witness in matters involving property taxes. And yet property tax issues have not been the primary thrust of his professional activity.
He is a strong property rights advocate as evidenced by his public and professional stand on eminent domain issues, zoning issues, property tax issues, land use regulatory issues and other related public policy matters. He has a record of fostering workable and politically viable solutions without the unintended consequences of some recent suggested high profile solutions like reducing "appraisal caps," in the area of property taxes.

Ron Brunner was born in Galveston, went to school in La Marque, Texas and has lived in Houston since 1960. He is a self-employed accountant for the last thirty years providing tax and accounting services to small businesses and individuals. He has investment adviser and stockbroker licenses. Ron has been very active in Republican politics for the last thirteen years. "I tell people that I don't hunt, fish or play golf. I do politics." Dan Patrick represents District 7 in the State Senate. A native of Baltimore, Dan has been a Texan since joining Houston CBS affiliate KHOU TV in 1979. In 1988 he launched talk radio KSEV and soon after discovered a little known national host, Rush Limbaugh. His group added KPRC radio in 1992 and then sold the stations joining San Antonio-based Clear Channel Communications.
Dan has made many appearances as a conservative commentator on MSNBC, The O’Reilly Factor and Hannity and Colmes as well as serving as guest host for the Laura Ingraham and Michael Reagan nationally syndicated radio shows. In 2002 Dan wrote a Christian bestseller, The Second Most Important Book You Will Ever Read. He is currently producing a Christian movie, Deep in the Heart, based on a true Texas story.
Always involved in politics, he has fought many causes on behalf of taxpayers. In 2003 he formed CLOUT, a 20,000-member group working to lower property taxes. Beverly Woolley, longtime Republican and community activist, is serving her sixth term in the Texas House of Representatives. Presently, Representative Woolley is the Chairman of the powerful House Committee on Calendars and serves as a member on the House Committee on Civil Practices and the House Committee on Ways & Means.
Representative Woolley has initiated legislation to protect private property rights by curbing the use of eminent domain for economic development purposes, to help small businesses have greater access to health insurance, to create greater and more efficient access to quality healthcare by creating the Texas Health Care Council, to protect abused children, to promote financial literacy, to require progress testing of limited English proficiency, and to aid law enforcement. She has also actively supported legislation to curb law suit abuse, establish a state-wide Do-Not Call List, and to define marriage in Texas as a union between a man and a woman.
Representative Woolley is a native Houstonian and a cum laude graduate of the University of Houston. She has been married to Lynn Woolley for forty-six years. Orlando Sanchez has lived in Houston since 1962 when his father was recruited by former Harris County Judge Roy Hofheinz to be the Spanish voice of the Colt 45's and the Houston Astros. Orlando grew up in southwest Houston and graduated from Bellaire High School. In 1976, Orlando volunteered for service in the U.S. Air Force; after being honorably discharged, he again volunteered with the 147th Fighter Interceptor Group of the Texas Air National Guard at Ellington Field.
Orlando is a cum laude graduate of the University of Houston.
In 1995 Orlando was elected to serve as a member of the Houston City Council. He served three terms and helped his colleagues pass the first property tax cut in decades. Orlando also chaired the city's International Trade Committee, the Legislative Affairs Committee and chaired the Cellular Tower Working Committee. He has served on the Texas Attorney General's Municipal Advisory Committee and was apppointed to the U.S. Senate Task Force on Hispanic Affairs.

HCRP Chairman Jared Woodfill, a life-long resident of Harris County, knows that dedication and commitment equal achievement. Jared learned the meaning of hard work at a very young age. His mother, an instructor at San Jacinto College, taught him the importance of a solid education, and his father, an employee of NASA who helped bring the Apollo 13 crew home, instilled in him the desire to serve his community. Greg Meyers was elected to the Houston ISD Board of Education in 2004 and elected by his peers to the position of assistant secretary in 2006 and second vice president in 2007. He presently serves as a legislative liaison for the board. In his first year of service, he was appointed to chair the Board
Monitoring Committee, which developed an expanded system for district accountability that was adopted as policy in August 2005.

Tina Benkiser, Republican Party of Texas Chairman is an experienced and respected leader in the areas of law, politics and volunteerism. Her election in 2003 as the second woman to chair the Republican Party of Texas marks the high point of over a decade of grassroots leadership in GOP politics. Prior to winning election as Chairman, she served three terms on the State Republican Executive Committee. During her tenure, she was appointed Chairman of the Rules Committee and was selected by her peers to serve on the Officials Committee. Benkiser also has been active as a delegate to precinct, senatorial, state and national Republican conventions for many years. Her leadership was recognized at the 2000 and 2002 state conventions when she was selected to chair the Credentials and Rules Committees.
