Jessica Hart Steinmann, General Counsel for American First Policy Institute

Jessica currently serves as Executive General Counsel for the America First Policy Institute, a think tank created by senior officials from the Trump Administration. In this role, she oversees the legal operations, risk management and compliance, and brings litigation that furthers the American way of life and protects our Constitution.
Previously, she served as a senior official for the Trump Administration at the Department of Justice. She was appointed by President Trump as the Director for the Office of Victims of Crime where she oversaw nearly $9 billion. Her office provided the largest federal funding to combat domestic human trafficking. Before this role, she served as the Intergovernmental and Public Liaison for the DOJ, worked for U.S. Senator Ted Cruz, the Texas House, the Harris County Republican Party, and started her career as a commercial litigation attorney at Bracewell & Giuliani, LLP in Houston.
Jessica was elected as the Texas committeewoman on the RNC platform committee in 2024 (endorsed by Trump) and was also selected as at-large delegate for Texas for the Convention. She served as the President of The Woodlands Republican Women from 2022-2024 and is currently the Election Integrity & Ballot Security Chair on the Texas Federation of Republican Women’s board. Additionally, she serves as a Board Member of the Montgomery County Child Welfare Board. She previously served as the President of the Houston Young Lawyers Association. She was named a 2025 Club for Growth Foundation Fellow, National Future 40 under 40 by MavPac in 2017, and 40 Under 40 in Texas in TFRW’s inaugural class in 2023.
She graduated from Baylor Law School and attended undergrad at the University of Texas at Austin. Jessica is married to Brandon Steinmann, Montgomery County Clerk, and they have 2 sons Luke (2.5) and Jackson (5 months).
